Intellectual Property and Strategic Agreements (IP/SA)

What does IP/SA handle?  

IP/SA handles all invention issues including patents and copyrights.  All employee invention reports are filed through the IP/SA office for all activities under the OTS contract. Additionally, request for assignment of copyright for either peer-reviewed publications or books and other publications. IP/SA also provides oversight to intellectual property issues for Visiting Scholars Program, Guest Researchers, etc.

What are Strategic Agreements?

Strategic Agreements are agreements entered into by Leidos Biomedical as the OTS contractor with external parties (third party entities) that involve a collaboration or potential collaboration or exchange of materials. This includes, but is not limited to the following types of agreements:

  • Confidentiality Agreements/Non-Disclosure Agreements
  • Material Transfer Agreements (Incoming)
  • Material Transfer Agreements (Outgoing – RAS)
  • Research Collaboration Agreements
  • Collaborative Agreements (MOUs, etc.)
  • Beta Testing/Evaluation Agreements
  • Contractor Collaborative Research and Development Agreements (cCRADAs)
  • License Agreements

How do I get started?

All strategic agreements require government approval that the intended activity or outside collaboration is aligned with the mission of the Frederick National Laboratory for Cancer Research and that government resources can be appropriately utilized to participate in an activity with a third party entity. This requires early agreement with the government lead program representative that indicates a willingness to support the activity. If external funding will be provided or internal government resources are needed these resources should be identified. A Concept Approval Form (CAF) which briefly identifies the nature and the scope of the proposed project or collaboration should be completed.  This form is signed by the director of the Frederick National Lab and the Government Program Lead.
