As the Associate Director of Human Resources for the Frederick National Laboratory, David Leonard is responsible for the development and management of the front end of our employees’ journey. He develops and manages the recruiting strategy and implementation of programs, initiatives and processes that support recruiting and staffing for FNL.

He works to develop the organization’s social media recruiting strategy, created robust sourcing and talent identification plans, and implemented staff development and training programs.  

He leads a team of five recruiting professionals and a team of three HR Operations professionals who provide support for the sciences, executive, professional, and entry-level positions for FNL.

For over 20 years, he has been a motivated leader with strong Talent Acquisition, Workforce and Vendor Management skills within multiple verticals within the Washington DC, Baltimore, and Raleigh NC markets. 

He joined the Frederick National Laboratory as the Manager of Talent Acquisition in 2020. In this role, he has worked with various groups and business units within the Lab to develop solutions and provide consulting in the areas of employee relations, staffing, diversity, compensation, development, organizational and change management issues.

He enjoys working in a team environment that elevates productivity, performance, and efficiency. He has been recognized for driving operational excellence, building high-performing teams, and moving critical business initiatives forward.

Before joining FNL, David has spent the last 18 years with AMN, Randstad and CTI working in a variety of HR/Talent Acquisition roles including Director of RPO/Talent Acquisition and Implementation as well as TA Project Director with many organizations nationally. He has also worked directly with Pratt & Whitney and other national firms developing recruiting processes and procedures here in the states as well as AMEA & APAC.

He has implemented and developed multiple tools in building TA programs, they include Applicant Tracking Systems like: Workday, ICIMS, ADP and Taleo. Interview and Selection tools like: HireVue, Smashfly and Talent Circles. Along with multiple Reporting, Project Management and Visualization Tools like: Power BI, DOMO, VISIO, SmartSheet and MS Project.

David graduated from Davis & Elkins College in Elkins, West Virginia with a Communications degree and began his career in Talent Acquisition within the staffing industry. He has participated as a presenter and panelist on sourcing and social media to various organizations nationwide and continue to do so here locally in the DC metro area. He lives in Sykesville, Md with his wife of 30+ years and has two children that currently both teach in the Baltimore County school system. He is an avid Baseball and Orioles fan; patiently waiting for more playoff baseball in Baltimore!
